The UK government announced the ‘Warm Homes Plan’ last November, with the intention of helping people find ways to save money on energy bills and deliver warmer and cleaner homes. The aim was to see up to 300,000 households benefit from these upgrades in 2025. But are we on track to hit this?
On the 11th of March 2025, the UK government published an update outlining the projects within the Warm Homes Plan, showing how different funding will help different areas of the country and tackle fuel poverty as a whole.
Miatta Fahnbulleh (Minister for Energy Consumers) said that “As a part of our Plan for Change, we are powering on with our Warm Homes Plan, upgrading cold and draughty homes so they are warmer, cleaner, and cheaper to live in” since “Living in a warm, comfortable home should not be a luxury. It is a right that has been out of reach for too many people for too long.”
Energy-efficient upgrades within the plan include improved insulation, low-carbon heating solutions, and potentially solar panels.
£500 million is being allocated to 73 projects across 270 local authorities over the next 3 years to improve energy efficiency of homes and low carbon heating.
Up to £1.29 billion is to be funding 144 projects across England.
The aim of this scheme is to provide grants of up to £7500 to support households that are choosing to install biomass boilers, or ground or air source heat pumps. Due to the slow start with this scheme, it currently isn’t on track to meet 600,000 heat pump installations by 2028.

As a part of the Warm Homes Plan, the government also aims to ensure that all homes meet the EPC rating of C by 2050, in alignment with the net-zero target.
You may be eligible for the Warm Homes Plan if you fit the following criteria:
You live in England
You have an EPC between D and G
You live in a privately owned property
Are a low income households and meet one of the following criteria:
Gross household annual income of £36,000 or less
Live in a deprived area
You are a social housing provider (Tenants may benefit under the Warm Homes: Social Housing Fund)
If you’re not eligible for any part of the Warm Homes Plan but still want to upgrade your home to be more energy efficient, then keep reading because we’ve got some top tips for you!
We know that doing all of the following can be expensive, but choosing 1 or 2 may help your heating work more effectively and reduce energy wastage over time. They may seem small, but we promise they’re effective!
Check your insulation - 25% of heat escapes through attics, 15% through walls, and 10% through doors, floors, and windows! By improving insulation in your attic, walls, and floors and sealing drafts around doors and windows, your energy waste could drastically decrease. This would mean that the money you’re spending on heating would actually heat your home rather than be lost to its foundations or to the external environment.
Check your window glazing - Double or triple glazed windows help to prevent heat loss as they trap warm air between panes, therefore minimising waste and increasing effectiveness of your heating.
Don’t block your radiators - Many people like to cover their radiators, and usually for aesthetic purposes. However, radiator covers tend to block around 40% of heat, meaning only 60% of what you’re paying for is actually being emitted throughout your space. Not to mention the other 40% that’s lost to the back wall. The same goes for furniture; if your sofa is blocking your radiator, you’ll end up with a lovely heated seat but not a warm room.
Assess your current heating controls - Thermostats, smart meters and other heating controls are underestimated. Many modern models can be programmed to match your heating to your lifestyle. This may sound simple, but it’s an extremely effective way to reduce energy waste, and we highly recommend looking into it!
Look into new heating - We know that the thought of replacing your entire heating system can sound expensive, but if you’re hoping to swap to a more energy-efficient system and aren’t eligible for any of these grants, it’s definitely still worth a look!
Changing your heating doesn’t necessarily all have to be done all at once.
